The government of Peru has issued a decree classifying various gender identities, including transsexualism and transvestism, as a “mental illness.” The decree, signed by Peruvian President Dina Boluarte, the minister of health, and the minister of the economy on May 10, states that individuals with these diagnoses will be covered for their mental health issues under the country’s Essential Health Insurance Plan.

Human Rights Watch criticized the decree, calling the classifications outdated and harmful. Peruvian transgender activists have also spoken out against the decision, with Outfest Peru director Jheinser Pacaya demanding its repeal.

There are concerns that this classification could lead to harmful practices like conversion therapy in a conservative society where the LGBT community already faces discrimination. Social media accounts have highlighted the impact of the decree, including TikTok influencer Dylan Mulvaney seeking safety in Peru last year.
