It was already illegal to sleep on private property and state property, and now public property has been added. There is almost no place where the homeless can sleep without facing the chance of getting arrested or fined.

According to The American Heritage Guide to Contemporary Usage and Style from Houghton Mifflin Company: The unalienable rights that are mentioned in the Declaration of Independence could just as well have been inalienable, which means the same thing.
