  7. In 1967, California Republican Governor Ronald Reagan signed the Mulford Act into law, which prohibited the open carrying of loaded firearms without a permit in public. The bill was named after Republican assemblyman Don Mulford, who added an urgency clause to the legislation after Black Panther Party members protested the bill at the California State Capitol. The Black Panthers were patrolling Oakland neighborhoods in self-defense to protect Black residents from police brutality, and some say the Mulford Act was motivated by this. The National Rifle Association (NRA) also supported the act, though they typically favored more armed citizens to prevent crime.
