A 21-year-old illegal alien from Ecuador, Jhon Moises Chacaguasay-Ilbis, has been arrested and charged with second-degree murder and concealing a human corpse in connection with the murder of a young woman on her 21st birthday in Syracuse, New York.
According to prosecutors, Chacaguasay-Ilbis was released into the United States by President Joe Biden’s Department of Homeland Security (DHS) before committing the crime. The suspect and the victim, Joselyn Toaquiza, allegedly knew each other from elementary school in Ecuador, although it is unclear when Toaquiza first arrived in the United States.
During his arraignment in a Syracuse criminal court, Chacaguasay-Ilbis claimed he had no memory of the events of the day in question due to intoxication. He is currently being held at the Onondaga County Justice Center without bail, although this could change after a second court hearing in early July.
