Here's the problem: Congress can pass a bill to supply weaponry to one of our allies. It's the EXECTUTIVE BRANCH (President/State Dept./Pentagon) who are responsible for determining whether the weapons are "safe" to be sent before clearing the shipment (primarily due to corruption concerns with the recipient country/Administration/environment, etc.). Congress can legally pass it, but the President can legally withhold it until his requirements are met. Normally, this is not an issue. The Obama released weapon shipments to a corrupt Ukraine (then under Communist control which predictably disappeared and Commies got rich), then withheld shipments to Ukraine (after Zelensky was elected on a platform of eliminating corruption), then later, Trump delayed shipments to Ukraine until his investigative team determined Zelensky was really serious: "NO! THERE IS NO QUID PRO QUO! I JUST WANT ZELENSKY TO DO THE RIGHT THING!!! – President D. J. Trump). Once assured Zelensky had created sufficient governmental organizations to prosecute corruption, Trump released the weapons shipments. Then, the Democrats impeached President Trump accusing him of engaging in a "quid pro quo" with Zelensky. Freakin' scum Democrats.
