Air Force Secretary Rejects Governors’ Requests Regarding Space Force National Guard Plans

Air Force Secretary Frank Kendall remains steadfast in his support for a proposal that would transfer some National Guard units to the Space Force, despite facing pushback from governors who oversee those service members. The secretary, during a discussion with governors, declined to retract his backing of the controversial plan, leading to frustration among the governors, including Gov. Spencer Cox (R-UT), who chairs the National Governors Association.

Governor Cox expressed disappointment in Secretary Kendall’s refusal to reconsider the proposal, known as LP480, which seeks to integrate Air National Guard space operations into the Space Force without the governors’ approval, contrary to federal law. The governors, united in their opposition, emphasize the importance of complying with the law that mandates consultation with governors before making such decisions.

Despite the governors’ objections, the Air Force forwarded the proposal to Congress in March, prompting further resistance and calls for Congress to reject the plan. Governors Cox and Jared Polis (D-CO), vice chairman of the NGA, highlight the necessity of withdrawing LP480 to facilitate constructive discussions on the matter. They assert that governors’ input is essential in any decision involving National Guard units.

The opposition to the proposal extends beyond the governors, with the National Guard Association of the United States and the Enlisted Association of the National Guard of the United States also voicing disapproval. Furthermore, lawmakers from both chambers of Congress have signed onto a letter urging congressional leaders to exclude the proposal from the fiscal 2025 National Defense Authorization Act.

Secretary of Defense Lloyd Austin acknowledged the governors’ concerns, emphasizing the need for collaboration and adherence to federal law in addressing the integration of National Guard units into the Space Force. HASC Chairman Mike Rogers echoes the sentiment of maintaining a streamlined Space Force free from unnecessary bureaucracy.

Amidst the ongoing debate, stakeholders continue to advocate for a transparent and lawful process in determining the future of National Guard units in the Space Force. The governors, supported by lawmakers and advocacy groups, remain united in their stance against the proposal, emphasizing the importance of governors’ consultation and approval in such decisions.
