President Joe Biden’s executive order allows for one migrant to enter the United States for every two American births. Despite this, Department of Homeland Security (DHS) Secretary Alejandro Mayorkas insists the order is “tough” and will “deter” illegal immigration.
From this point, DHS Secretary Alejandro Mayorkas can limit asylum claims to only those migrants arriving at designated Ports of Entry.
With the threshold established in the order — which tolerates 900,000 annual migrant encounters before the DHS intervenes to limit asylum claims between Ports of Entry — and the parole system that brought in over 800,000 migrants in one year, the Biden administration aims to incorporate one migrant into the U.S. population for every two American births.

In other words, with 3.6 million American births occurring annually, the Biden administration seeks to allow the entry of nearly two million migrants.
To provide some context, in the 1990s, illegal immigration levels were considered exceptionally high and largely unmanageable, ranging from one million to 1.5 million migrant apprehensions annually.
“The executive order is riddled with loopholes and exceptions,” Marshall noted:
It will not prevent up to 30,000 migrants from flying directly into the U.S. and being released under Biden’s mass parole program each month. This move does not address the millions of unvetted ‘gotaways’ entering our country, and the asylum ‘ban’ includes exemptions such as unaccompanied minors, benefitting the cartels and child trafficking operations at the border. While over 100,000 unaccompanied alien children (UACs) come annually under Biden’s policy, the number of got-aways is now averaging nearly 600,000 annually. Including these figures, the Biden administration could permit up to 2.5 million migrants at the border — just a million shy of annual U.S. births.
Mayorkas commended the order as one of many “tough measures” Biden has implemented.
“This executive action is another step the Administration has taken within its existing powers to deter irregular migration,” Mayorkas stated.
